Kenneth Brown
Founder & Principal
Chief Kenneth R. Brown, Jr. serves as the Chief of Police for the Port of Galveston Police Department and is the founder of Paradigm Strategic Partners. With more than 25 years of law enforcement experience, he has served in a wide range of leadership and operational roles and currently leads a maritime-focused police agency responsible for protecting one of the nation’s busiest cruise and cargo ports.
Chief Brown is a graduate of the FBI National Academy and holds a Master of Public Service and Administration as well as a Master Certificate in Public Management from the Bush School of Government and Public Service at Texas A&M University. He also holds a Bachelor of Arts in Administrative Leadership from the University of Oklahoma. His professional development includes advanced leadership training through the Texas Police Chiefs Association’s Developing Leaders for Texas Law Enforcement Program and the FBI-LEEDA Trilogy Award.
A veteran of the United States Marine Corps, Chief Brown began his law enforcement career as a Military Police Officer before transitioning into municipal policing. Over the course of his career he has served in numerous operational and leadership roles including firearms instructor, training coordinator, field training supervisor, hostage negotiation team leader, and director of finance.
Chief Brown’s experience includes command-level leadership, strategic planning, promotional assessment design, and organizational consulting for public safety agencies. Through Paradigm Strategic Partners, he works with law enforcement agencies and government organizations to strengthen leadership systems, improve operational performance, and design legally defensible promotional and assessment processes.
Adam Holden
Consultant
Adam Holden is a seasoned public safety professional with extensive experience in law enforcement, security operations, and leadership development. Over the course of his career, he has served in multiple operational and leadership roles, including as a Police Officer with the United States Department of Defense and as a Criminal Investigator and Training Coordinator with the Lavon Police Department.
Adam holds a Master’s Degree in Public Administration from the Bush School of Government and Public Service at Texas A&M University. His professional background includes expertise in operations management, crisis response, leadership coaching, and organizational training. In addition to his operational experience, Adam has contributed to the development of future public safety professionals through his work as Criminal Justice Faculty at Dallas College and as an Instructional Specialist and Adjunct Faculty Supervisor.
Adam has also served as a Senior Consultant and Public Safety Director at Chesley Brown International, where he worked to strengthen security operations, develop training programs, and support organizational leadership initiatives. His work reflects a strong commitment to professional development, operational excellence, and improving the effectiveness of public safety organizations.
